Regional and sub-regional organizations and peacekeeping in Africa

The thesis deals with evaluation of missions lead by regional and sub-regional organizations in Africa. The cases for the study are the ECOMICI mission in Ivory Coast lead by the ECOWAS and the AMIS mission lead by the AU. The regional peacekeeping operations developed mainly the during the 1990's. Peacekeeping is the dynamic field and the evaluation of outcomes is important for future missions. The evaluation framework used fot this study was designed by Diehl and Druckman and described in their book The evaluation of peace operations. The thesis is structured into the four main parts, In hte first part of the study there is an introduction into the field of peace operation, the regional organisations and their security frameworks and also the peacekeeping evaluation field. In the second part the analytic framework for the evaluation is described, the third part deals with the evalution of the two missions, ECOMICI and AMIS and last part is devoted to conclusions. By analysing these two operations we are able to conclude if the regional organisations are able to deploy peacekeeping missions, if they are successful and what are the main challenges and advantages for the regional peacekeeping. Regional and sub-regional organizations and peacekeeping in Africa

The thesis deals with evaluation of missions lead by regional and sub-regional organizations in Africa, compared with the UN mission. Work includes a brief summary of the status of regional organizations in the UN system, as well as security authorities of ECOWAS and the AU. Continues a brief summary of the evolution of peacekeeping according to the chronological approach of the United Nations. Shortly also deals with regional organizations and their documents relating to security. Briefly presents the evaluation framework of peacekeeping missions by Diehl and Druckman and basic questions and criteria imposed in almost all peacekeeping operations. The core work then consists of a brief presentation of the background of conflicts in selected missions, their mandate and the analysis of their success on the basis of the above evaluation framework. Mission success for comparison are ECOMICI, led by ECOWAS, AMIS, which was led by the African Union and MONUC, as the representative of the UN-led mission. African union and its role in ensuring security and stability in Africa

My thesis analyses the opportunities and the efectivity of the African union by ensuring security and stability on the African continent. It reffers to the establishment of the organisation, its ideological basis, organs and mechnisms which were set up to fulfill its role as a guarantee of security in Africa. The thesis also shows the development of the relations between the AU and other African regional organisations so as the relations between the AU and the UN in the security area. It also analyses the positive and negative aspects of this mutual cooperation. The end of the thesis is dedicated to the concrete approach to the solution of the humanitarian crises in Darfur. It shows the cooperation with the UN in the form of a hybrid mission UNAMID and the challenges and problems which have to be currently faced by the mission.
